This tunnel carries water from the mountains of the California Bay Area down to feed the cities. They are dug out of the side of the rock by brave enterprising souls decades ago and now new men of mettle build shafts to maintain them and expand. This stair had many flights and repetitive work for making it all the way down to the access shaft.
